    On September 24, 2026, at the Embassy of the People’s Republic of China in Vietnam, Thuyloi University attended and signed the “Agreement on the Provision of Chinese Language Teachers between the Center for Language Education and Cooperation, China and Thuyloi University”. The event was attended by representatives of the Center for Language Education and Cooperation, China, the Embassy of China in Vietnam, and leaders of Thuyloi University, Hanoi National University of Education, and Hanoi University of Mining and Geology.

    In his welcoming remarks, Mr. Luo Yaoguang, Counselor for Education at the Embassy of China in Vietnam, expressed his pleasure at welcoming representatives from Vietnamese universities to the signing ceremony. He affirmed that the Embassy of China is always ready to support, promote connections and facilitate cooperation between Vietnamese higher education institutions and Chinese universities and educational organizations.

    Speaking at the event, Ms. Yu Tianqi, Deputy Director of Center for Language Education and Cooperation, emphasized that educational exchanges between Vietnam and China have a long history and have achieved fruitful results, providing a favorable foundation for further expanding Chinese language education activities in Vietnam. Alongside the increasingly extensive development of economic, trade and people-to-people exchanges between the two countries, the demand for learning and using Chinese in Vietnam has also received growing attention.

    She also referred to the direction of strengthening Vietnam-China cooperation stated in the Joint Statement between Vietnam and China during the State visit to China by General Secretary and President To Lam in April 2026. Cooperation in education, training, and human resource development is also an area that the two countries continue to promote through bilateral cooperation documents.

    Introducing Center for Language Education and Cooperation, China, Ms. Yu Tianqi stated that the Center is affiliated with the Ministry of Education of China and is responsible for supporting the implementation of Chinese language education overseas, training and developing Chinese language teachers, and providing high-quality Chinese language education services to learners around the world. Cooperation with universities with strong academic expertise is expected to enable learners not only to improve their Chinese language proficiency but also to develop professional knowledge and skills, thereby better meeting their educational and career needs in an international environment.

    Speaking at the program, Assoc. Prof. Dr. Nguyen Canh Thai, Vice President of Thuyloi University, affirmed that Thuyloi University has maintained long-standing and close cooperation with Chinese educational and research institutions since the University’s early years of development. Thuyloi University has signed memoranda of understanding and cooperation agreements with numerous Chinese universities, water resources management agencies, and research institutes. In addition, approximately 40 university staff members and lecturers have received training in China.

    He expressed his appreciation to Embassy of China in Vietnam and Center for Language Education and Cooperation for their attention and support, as well as for arranging Chinese language teachers to teach at Thuyloi University. This support contributes to strengthening the University’s teaching staff, improving the quality of Chinese language education, and creating more opportunities for students to engage in language and cultural exchange.

    Thuyloi University also expressed its desire to further expand cooperation with Chinese partners, including facilitating opportunities for the University’s lecturers and students to study and undertake professional development in China, improve their language proficiency, and thereby contribute to the sustainable development of Chinese language education at the University.

    The signing of the Agreement on Provision of Chinese Language Teachers marks a new step in the development of cooperation between Thuyloi University and its Chinese partners, while also contributing to the implementation of educational exchanges and cooperation between the two countries. The Agreement is expected to provide further opportunities for Thuyloi University to enhance the quality of Chinese language education, strengthen exchanges between lecturers and students of the two countries, and gradually integrate language training with professional knowledge and skills, thereby meeting human resource needs amid the increasingly extensive cooperation between Vietnam and China.

    On September 22, 2026, Thuyloi University welcomed a delegation led by Prof. Sameh Kantoush from the Disaster Prevention Research Institute (DPRI), Kyoto University, Japan, together with Kyoto University’s doctoral students, graduate students, and undergraduate students for a visit and academic exchange.

    Speaking at the meeting, President Nguyen Trung Viet expressed his pleasure at welcoming Prof. Kantoush and the Kyoto University delegation to Thuyloi University. President Nguyen Trung Viet shared the University’s recent achievements in education, scientific research, and international cooperation, as well as its efforts to build and expand its network of international partners. He also highlighted several research areas currently being pursued by Thuyloi University, including activities under SATREPS projects funded by JICA and JST. The President emphasized the potential for cooperation between the two universities in areas of mutual interest, particularly water resources management, disaster prevention, climate change, sediment management, and research related to river and coastal areas.

    Earlier, Dr. Le Quang Tuan, Deputy Head of the Department of Science, Technology and International Cooperation, chaired the academic exchange session between representatives of Thuyloi University and the delegation led by Prof. Sameh Kantoush.

    Prof. Kantoush delivered a presentation on challenges related to flood management, reservoir operation, and sediment management in Vietnam. Drawing on his research in Central Vietnam, he proposed three key directions for future work: optimizing reservoir operation based on rainfall–runoff forecasting; upgrading dam infrastructure toward an integrated approach to flood and sediment management; and strengthening investment in and implementation of management solutions at the river-basin scale. He emphasized that effective implementation of these solutions requires close coordination among relevant stakeholders in disaster management and response.

    In addition to Prof. Kantoush’s presentation, lecturers and researchers from Thuyloi University exchanged views on issues related to disaster warning systems, disaster risk management, reservoir operation, and sediment management. The two sides engaged in an active and productive discussion, sharing experiences, research findings, and practical challenges currently facing Vietnam.

    In particular, the visit provided an opportunity for Kyoto University students, graduate students, and doctoral students to learn more about Thuyloi University and meet with Vietnamese lecturers and researchers. It also created a valuable opportunity for young members of the two universities to exchange ideas on education, research, and shared interests in water resources, disasters, and environmental issues.

    Thuyloi University affirms its international standing at the 2026 Lancang-Mekong Symposium

     

    From September 17 to 19, 2026, a delegation from Thuyloi University participated in the 2026 Lancang-Mekong Symposium in Zhengzhou, Henan, China, making significant academic contributions to the event. The symposium brought together a large number of international experts and researchers to address pressing challenges related to climate change and water security.

    The 2026 Lancang-Mekong Symposium brought together experts and researchers from various countries to exchange views on pressing challenges related to climate change, water security, and sustainable development in the Lancang-Mekong Basin.

    The symposium was hosted by Chinese Hydraulic Engineering Society and organized by North China University of Water Resources and Electric Power, with the participation and support of international organizations including the United Nations Environment Programme (UNEP) and the UNESCO Programme on Ecosystem Restoration of River Basins.

    During the opening session and plenary presentations, speakers shared research findings and scientific perspectives on regional water resource transitions, basin ecosystem management, and the Water–Food–Energy nexus.

    Junguo Liu, President of the North China University of Water Resources and Electric Power, presented on regional water resource transitions and introduced the Lancang-Mekong River Basin Ecosystem Assessment, published by UNEP in 2025. Meanwhile, Prof. Linxiu Zhang, Director of UNEP-IEMP, focused on an ecosystem-based approach to the Water–Food–Energy nexus, with a view to developing resource management and sustainable development solutions in the context of climate change.

    Thuyloi University delegation at the symposium and a presentation of a commemorative gift to the organizing committee. The delegation was led by Assoc. Prof. Dr. Nguyen Ngoc Thang, Dean of Faculty of Civil Engineering.

    Thuyloi University was represented by a five-member delegation, which actively participated in discussion sessions and presented research findings in the fields of water resources, modeling, and forecasting technologies.

    At Technical Session 1, Dr. Truong Hong Son from Faculty of Civil Engineering presented a study entitled “A Multi-Scale Digital Modeling Chain from Regional Scale to the Mangrove Edge.” The research focused on assessing the spatial and temporal linkages among water resources, food security, and energy in the Mekong Delta under climate change and extreme weather conditions.

    A notable aspect of the research was the flexible development and application of open-source software and next-generation simulation tools to improve computational performance, interpretability, and the connection between theoretical and engineering problems and practical issues related to policy, livelihoods, and local production.

    At Technical Session 2, Assoc. Prof. Dr. Tran Kim Chau from the Faculty of Water Resources Engineering presented a paper entitled “Real-Time Forecasting and Monitoring Technology for Surface Water Resources – A Case Study in Dak Nong.”

    The study introduced a fully automated four-step workflow for data processing and decision support without manual intervention. The workflow includes automated collection of satellite and rainfall data; streamflow calculation using the HEC-HMS model; flow propagation simulation using the HEC-RAS model; and visualization of water levels and flow velocities through a WebGIS platform.

    The research presented at the symposium highlighted Thuyloi University’s research capacity, technological applications and practical experience in water resources management and climate change adaptation.

    In addition to scientific presentations and discussions, the symposium provided opportunities for delegates to exchange views on regional water data platforms, sustainable agriculture, and solutions to drought response.

    As part of the program, the Thuyloi University delegation participated in a field trip to the South-to-North Water Transfer Project across the Yellow River. The field trip provided delegates with an opportunity to gain first-hand insights into the technologies, management approaches, and operation of large-scale water infrastructure.

    The Thuyloi University delegation also held a meeting with the Chinese research team responsible for the Protocol Project to discuss the research content and implementation plan. From Thuyloi University, Assoc. Prof. Dr. Tran Kim Chau serves as the Principal Investigator of the project.

    Participation in the 2026 Lancang-Mekong Symposium contributed to expanding academic connections between Thuyloi University and research institutions, universities, and international organizations. It also created further opportunities for professional exchange, data sharing, and the development of collaborative research activities in water resources, climate change, and sustainable river basin development.

    A celebration of global cultures at the K68 freshers’ welcome night

     

    Even before the programme began, the entrances to T45 Hall at Thuyloi University were already packed. Most of the audience were K68 freshmen, but among those looking for seats were also international students, staff members, lecturers and local residents who had heard about the event. As the last seats were filled, many people remained standing, eager to immerse themselves in a cultural celebration rarely seen on a university campus.

    On the evening of 15 September, the international cultural exchange programme entitled “Colours of Integration – Welcome New Students K68” offered a meaningful way to welcome new students, not merely through words of encouragement but through direct encounters between cultures, between international artists and Vietnamese youth, and between students beginning their university journey and an increasingly open and globally connected learning environment.

    The programme was attended by H.E. Mr. Tshering W. Sherpa, Ambassador of India to Viet Nam; H.E. Mr. Poshitha Perera, Ambassador of Sri Lanka to Viet Nam, and his spouse, Ms. Kethma Rajapaksha Yapa, Minister Counsellor at the Embassy of Sri Lanka; Ms. Phan Lan Tu, President of the Hanoi Vietnam-India Friendship Association; Ms. Nguyen Thi Nhung, Deputy Director General of the Department of Student Affairs, Ministry of Education and Training; and Mr. Navendu Kumar, Chairman of INCHAM Hanoi. Representing Thuyloi University were Assoc. Prof. Dr Nguyen Huu Hue, Permanent Vice President, together with leaders of the University’s departments, staff members, lecturers and students.

    The appeal of the evening lay in its combination of traditional cultural values and youthful energy. Twelve artists from the Punjabi folk troupe “Kuljeet Singh & Party” brought the culture of Punjab, India, closer to the audience through traditional dance, singing and instrumental performances.

    The powerful rhythms of the Dhol drum, the energetic movements of Bhangra, the graceful charm of Giddha and the vibrant colours of traditional costumes quickly swept the audience into the festive atmosphere. The boundary between the stage and the auditorium seemed to disappear as applause, cheers and hands moving in time with the music transformed T45 Hall into a lively celebration of Punjabi culture in the heart of Hanoi.

    Each performance offered more than unfamiliar music and dance. It also gave the audience a glimpse into the spiritual and cultural life of the Punjabi people, the joy found in labour, love for one’s homeland, strong community bonds and an enduring spirit of optimism. Through the language of art, values that might once have seemed distant became accessible and relatable to Vietnamese students.

    The participation of “Kuljeet Singh & Party” artists was made possible through cooperation between Thuyloi University and the Embassy of India in Viet Nam. The event created another space for cultural exchange between the younger generations of the two countries, while demonstrating how culture can serve as a natural and enduring bridge for strengthening mutual understanding and friendship among nations.

    Speaking at the programme, Assoc. Prof. Dr Nguyen Huu Hue, Permanent Vice President of Thuyloi University, noted that “Colours of Integration” was more than the name of a cultural event, it embodied the spirit that the University wished to inspire among its students. Every country has its own culture, just as every student has a distinct personality, story and colour. When these colours come together through respect, openness and mutual sharing, they help create a diverse, humane and highly creative university environment.

    For K68 freshmen, that message was conveyed directly from the stage. Rather than simply sitting in the auditorium and receiving the University’s welcome, they actively participated, performed and played a key role in connecting the various parts of the programme.

    One of the evening’s standout participants was Ngo Gia Binh, a student of Class 68CNK at the School of International Education. Despite having only recently begun his studies at Thuyloi University, Gia Binh was selected as the bilingual Vietnamese–English MC for an event attended by ambassadors, representatives of the Ministry of Education and Training, friendship organisations and a large number of international guests.

    In front of a full auditorium, the K68 freshman confidently switched between the two languages, introduced the cultural significance behind each performance and connected the artists with the audience. The sight of a first-year student confidently leading an international event during his own cohort’s welcome night gave the programme a distinctive character. It also provided tangible evidence of an educational environment that is ready to give students opportunities to demonstrate their abilities, embrace new challenges and grow from their very first days at the University.

    The spirit of international integration was further reflected in the participation of international students and interns from France, the Netherlands, Taiwan, Laos and elsewhere, alongside their Vietnamese peers. Songs performed in different languages, acoustic music, modern dance and collaborative performances created a colourful cultural mosaic in which each individual retained their own identity while contributing to a shared sense of connection.

    International integration was no longer an abstract concept. It could be seen in a freshman confidently hosting the programme in English; in the collaboration between Vietnamese students and their international friends; in the audience’s enthusiastic response to art forms they were experiencing live for the first time; and in the presence of local residents who came to share in the festive atmosphere.

    The performance of “We Are the World” by Vietnamese and international students captured the essence of the programme. As phone lights illuminated the auditorium, voices, languages and nationalities came together in a shared message of peace, solidarity and hope.

    The fact that T45 Hall reached full capacity well before the programme began demonstrated more than the appeal of an international arts event. More profoundly, it reflected young people’s desire to discover, engage and connect. For the K68 cohort, “Colours of Integration” marked the beginning of their university journey with an emotionally rich experience, while extending an invitation to every student: to confidently bring their own unique colour and join in shaping a youthful, diverse and globally minded Thuyloi University.

    As part of its efforts to expand international cooperation, Thuyloi University and Chosun University, South Korea, are gradually building a partnership based on similarities in their approaches to education and human resource development. With strengths in engineering and technology, Chosun University focuses on developing graduates with strong professional expertise, adaptability to the industrial environment, and an international outlook. These orientations are also closely aligned with Thuyloi University’s strengths in education and training, providing a solid foundation for the two universities to identify common ground in education, research and international cooperation.

    Strengthening Cooperation and Expanding International Learning Opportunities

    Originating from academic and research exchanges, the cooperation between Thuyloi University and Chosun University has established a foundation for collaboration in engineering and technology education, with both universities sharing the goal of developing high-quality human resources and connecting education with the practical needs of enterprises and industries.

    The partnership was further strengthened when Thuyloi University and Chosun University officially signed a Memorandum of Understanding (MOU) in June 2025. The agreement provides a framework for the two universities to expand cooperation in education, research, and international exchange, including Master’s programs, 2+2 and 1+3 programs, student exchanges, and scholarship opportunities, gradually broadening international study options for TLU students.

The visit provided an opportunity for the leaders of the two universities to meet, share their development orientations, and discuss opportunities for future cooperation, further demonstrating the increasingly close relationship between the two institutions.

These activities provided students from both universities with opportunities to share knowledge, exchange professional expertise, and build academic connections, contributing to the further development of the Thuyloi University and Chosun University partnership.

    These activities demonstrate that cooperation between the two universities is not limited to formal agreements but is gradually developing into an ecosystem connecting education, academic exchange, and international experiences, with students directly benefiting from the value created by the partnership.

    KOICA 2026 Scholarship Opens Study Opportunities in South Korea for Mechanical Engineering Students

    One of the notable outcomes of this partnership is KOICA 2026 Scholarship Program at Chosun University, which provides Thuyloi University students with opportunities to pursue Master’s-level study in South Korea.

    Among the recipients, Nguyen Thuy Linh and To Van Huan, students of Faculty of Mechanical Engineering at Thuyloi University, were awarded full KOICA scholarships to pursue a Master’s degree in Mechanical Engineering at Chosun University. The scholarships provide the two students with an opportunity to further develop their professional expertise, experience an international educational environment, and embark on a new academic journey in South Korea.

    Beyond the opportunity to pursue higher education, KOICA 2026 Scholarship provides Linh and Huan with a comprehensive development environment, where professional training is combined with international academic exposure and practical experience. In addition to the Master’s program in Mechanical Engineering, the students will receive Korean language training and have opportunities to gain exposure to the business environment, thereby enhancing their professional expertise, language skills, and adaptability to international settings.

    In particular, the scholarship provides a full financial support package, including 100% tuition fees, Korean language training, accommodation in a dormitory, insurance, round-trip airfare, and a monthly living allowance of KRW 1.2 million.     On the afternoon of September 14, 2026, Thuyloi University welcomed a delegation from the Ministry of Industry and Commerce of the Lao PDR (MOIC), led by Mr. Sanya Somvichith, Deputy Director General of the Department of Energy, Ministry of Industry and Commerce.     Speaking at the meeting, Assoc. Prof. Dr. Nguyen Canh Thai emphasized that Thuyloi University deeply appreciates the proactive goodwill for collaboration shown by the Ministry of Industry and Commerce of the Lao PDR, expressing the desire to expand cooperation across two main pillars: training and scientific research & development. Representatives from TLU’s  departments also shared practical experiences in the inspection, management, and safe operations of dams, proposing that both sides should regularly organize scientific seminars and regional research collaborations to enhance academic and technical exchanges.

    During the discussion, Dr. Khampaseuth Thepvongsa, Dean of the Faculty of Engineering at the National University of Laos (NUOL), shared insights into the development context of dam safety and water resource management in Laos. To meet ongoing development goals, Laos is executing numerous large-scale projects covering the design, construction, operation, and management of domestic dam systems.

    “Building scientific capacity and training operational personnel is extremely critical. In the coming years, the orientation of the Lao PDR Government focuses on a self-reliant model where the National University of Laos will serve as the core hub for training and science & technology for the nationwide dam safety sector, reducing dependence on foreign experts,” shared Dr. Khampaseuth Thepvongsa.

    Building Environmental Intelligence for Vietnam and Southeast Asia: Insights from the TLU–VinUni–CSIRO Workshop

     

    On 4 September 2026, in Hanoi, Thuyloi University, together with VinUniversity and the Commonwealth Scientific and Industrial Research Organisation (CSIRO), Australia, successfully co-organised the Workshop on Intelligent Environment Monitoring and Forecasting. The workshop aimed to create a platform for cross-disciplinary and cross-sector knowledge exchange, and to discuss how environmental intelligence can better support sustainable development in Vietnam and the wider Southeast Asian region. The event brought together more than 100 delegates from universities, government agencies, including the Vietnam Ministry of Agriculture and Environment, international organisations (UNESCO, FAO of the UN), the Australian Embassy in Vietnam, as well as researchers, lecturers and students from universities and research institutions in Hanoi and beyond.

    The workshop opened with remarks from Prof. Laurent El Ghaoui, Vice Provost of VinUniversity, followed by keynote presentations from representatives of the Department of Hydraulic Works Management and Construction (Vietnam Ministry of Agriculture and Environment), CSIRO, FAO, and researchers from Thuyloi University and VinUniversity. The keynote speakers shared recent advances in intelligent environmental monitoring and forecasting technologies in both Vietnam and Australia, addressing challenges in environmental monitoring, management, and water quality assessment. The presentations highlighted growing interest in the use of artificial intelligence, digital twins, Earth observation, advanced sensing, low-cost sensors, and early-warning systems to strengthen environmental monitoring, forecasting and decision support in Vietnam and internationally.

    The workshop also featured an interdisciplinary exchange session (Operational Readiness Sprint) bringing together domestic and international participants. Discussion groups actively examined the strengths and limitations of current approaches involving AI, IoT, Digital Twin, remote sensing and Earth Observation technologies. A recurring theme across the groups was that one of the greatest challenges remains the fragmented, poorly integrated data ecosystem, along with limited institutional mechanisms for sharing data and for translating research pilots into sustained operational systems. Building on this, participants jointly proposed pressing environmental issues to address at the local level, with the Red River and Mekong systems among the locations suggested for potential future pilots. In addition, the groups proposed developing a secure, accessible and cost-effective data-sharing system.

    The workshop concluded with a special high-level panel discussion moderated by Dr Duy Nguyen, Water Quality Modelling Lead with AquaWatch Australia and an environmental scientist at CSIRO. The panel featured distinguished leaders and scholars, including Prof. Nguyen Trung Viet (President of Thuyloi University), Prof. Laurent El Ghaoui (Vice Provost of VinUniversity), Ms. Lina Wong (Economic Counsellor, Australian Embassy in Vietnam), Dr. Tim Malthus (Senior Principal Research Scientist in CSIRO), and Dr. Bui Du Duong (Vice President, Water Research Institute, NAWAPI, Vietnam’s Ministry of Agriculture and Environment).

    Under the theme “From Environmental Monitoring to Operational Environmental Intelligence: Opportunities for Vietnam and Southeast Asia,” the panel centred on a key overarching question: What is the biggest gap between current environmental monitoring and research capacity and a truly operational environmental intelligence system capable of supporting real-world decisions and remaining sustainable over the long term? During the discussion, Experts and policy representatives explored several interconnected challenges in moving from monitoring and research towards operational environmental intelligence, including model uncertainty, the practical role of artificial intelligence, data sharing and institutional coordination, sustainable financing, and pathways for translating research into operational services. Specifically:

    1. Model uncertainty: Panellists agreed that uncertainty is an inherent feature of environmental observations and forecasting systems and cannot be eliminated entirely. The challenge is therefore not only to quantify uncertainty, but also to communicate it clearly and meaningfully so that decision-makers understand the level of confidence, possible range of outcomes and implications for action.
    2. The practical role of AI: Panellists recognised the significant potential of AI to integrate large and diverse datasets and improve environmental analysis and forecasting. At the same time, AI should not be treated as a “black box”. Approaches such as Explainable AI and Physics-informed AI, and stronger integration between data-driven and process-based models, were highlighted as important for building transparency, trust and operational confidence.
    3. From research to sustained operations: A major gap remains in moving promising research and pilot projects into systems that can be maintained, scaled and used operationally. Panellists highlighted fragmented data, limited data-sharing mechanisms, unclear institutional responsibilities, long-term funding constraints and the need for stronger coordination among research organisations, government agencies and end users. Co-design should begin from the earliest stages, so that the research question, data requirements, operational responsibilities and decision needs are defined together.

    Ms Lina Wong also highlighted the importance of investment, financing and international cooperation in helping promising research move beyond the laboratory and pilot stage. Approaches such as blended finance, public–private partnerships and bilateral or regional cooperation can help bridge the gap between research and implementation, enabling successful technologies and services to be sustained and scaled in response to growing environmental and climate risks.

    In the closing round, panellists were asked what practical change they would like to see over the next three years as evidence that Vietnam had genuinely progressed towards operational environmental intelligence. Responses pointed not only to the wider deployment of advanced, lower-cost, low-maintenance sensors and the better integration of large environmental datasets, but also to stronger institutional collaboration. A key measure of progress would be the ability of government agencies, universities, research organisations, international partners and other stakeholders to share data, align responsibilities and jointly develop, operate and sustain environmental information systems.

    Building on the panel discussion, Prof. Nguyen Trung Viet, President of Thuyloi University, outlined three areas through which TLU, as an academic and research institution, can contribute to this transition:

    • Strengthening capacity building and technology transfer: Thuyloi University can continue to strengthen its role as a hub for capacity building and technology transfer, supporting the technical and technological capabilities required by practitioners and system operators at national and local levels.
    • Sustaining research and continuous improvement: Continued field observations and data collection will remain important for refining AI algorithms, improving models and ensuring that operational systems can adapt to changing environmental, climatic and technological conditions.
    • Bridging funding and policy: Real-world evidence from research and pilot activities can provide a stronger basis for developing future project pipelines, attracting bilateral and international funding, supporting policy engagement, and building long-term partnerships rather than isolated short-term initiatives.

    The workshop concluded with a shared commitment to strengthening collaboration among research, government, industry, and international partners, while opening new opportunities for Thuyloi University to contribute its research, training, and technical expertise to the development of operational environmental intelligence in Vietnam and the wider Southeast Asian region.

    On the afternoon of September 7, 2026, Thuyloi University welcomed a delegation from Chinese Culture University (CCU), led by Dr. Tzu Chi Wang, President of CCU, together with Mr. Kevin Tsai, Vice President in charge of International Cooperation. The meeting was chaired by Prof. Dr. Nguyen Trung Viet, President of Thuyloi University, with the participation of Vice President Nguyen Canh Thai and representatives of various departments and units. During the meeting, the leaders of the two universities discussed future cooperation objectives within the framework of the Memorandum of Understanding (MoU) signed in May 2025.

    Established in 1962 in the Yangmingshan area of Taipei, Chinese Culture University is now one of Taiwan’s major private universities, comprising 11 colleges and boasting a global alumni network of more than 300,000 graduates. With post-graduation work opportunities and dedicated Chinese-language enhancement programmes for international students, CCU is considered an affordable study-abroad destination offering Vietnamese students a wide range of opportunities for academic and career development.

    During the meeting, Dr. Tzu Chi Wang shared insights into Taiwan’s current demographic situation and labor market. According to projections by Taiwan’s National Development Council, Taiwan may face a shortage of approximately 480,000 workers by 2030, particularly in fields such as electrical engineering, information engineering, semiconductor technology and AI, tourism, marketing, and business administration.

    President Tzu Chi Wang expressed his desire to strengthen cooperation with Vietnamese universities, including Thuyloi University, through the implementation of joint training programmes, the development of a highly qualified workforce, and the recruitment of Vietnamese students to study and work in Taiwan. He also proposed providing scholarships for students from both universities. In addition, he suggested opportunities for collaboration in scientific research, short-term teaching, and the organization of professional workshops between the two institutions.

    Speaking at the meeting, Prof. Dr. Nguyen Trung Viet affirmed that Thuyloi University highly appreciates the goodwill and commitment to cooperation demonstrated by Chinese Culture University in recent years, particularly through the provision of Master’s scholarships in Economics for TLU students. He also expressed his hope that the two universities would continue to expand cooperation based on two key pillars: education and science and technology.

    Representatives of TLU’s academic and professional units also exchanged views and proposed expanding cooperation opportunities in the fields of economics, languages, and engineering. They further recommended that the two universities regularly organize academic seminars featuring the participation of experts and lecturers from both institutions, thereby promoting academic exchange and strengthening scholarly collaboration.

    Also during the meeting, Mr. Kevin Tsai, Vice President of CCU, introduced to Thuyloi University a cooperative programme that CCU is currently implementing with Universal Scientific Industrial Co., Ltd. (USI), a member of ASE Technology Holding and one of the world’s top 10 companies in System-in-Package (SiP) technology. USI recorded global revenue of USD 8.3 billion in 2025 and operates a manufacturing facility in Vietnam. The programme is designed as an integrated pathway, covering stages from internships to Master’s-level study and full-time employment at USI. Mr. Kevin Tsai expressed his hope that CCU and Thuyloi University could jointly participate in the programme, thereby providing TLU students with a clear and stable career pathway at a global technology corporation.

    At the conclusion of the meeting, the two sides agreed to continue promoting faculty and student exchanges, organizing seminars and workshops to facilitate academic exchange, strengthening language teaching for students from both universities, and exploring opportunities for joint training programmes. The two sides also agreed to continue planning annual exchanges of leadership-level delegations and jointly organize events to further strengthen their relationship. These practical cooperation initiatives in the coming period are expected to contribute to the internationalization of education and further broaden and deepen the partnership between the two institutions.

    On August 28, 2026, Thuyloi University welcomed a delegation from Tohoku University (Japan), led by Professor Teiji Tominaga, President of Tohoku University, for a visit and working session with the University’s leadership. The visit aimed to strengthen cooperation between the two universities, further promote the network of Tohoku University alumni in Vietnam and connect Tohoku University with researchers and high-quality human resources in Vietnam.

    The working session was chaired by Professor Nguyen Trung Viet, President of Thuyloi University and Chairman of the Tohoku University Alumni Association in Vietnam (TUAAV), with the participation of representatives from  units of Thuyloi University, as well as lecturers and researchers who are Tohoku University alumni.

    Speaking at the meeting, Professor Teiji Tominaga shared key aspects of Tohoku University’s development strategy. As one of Japan’s leading research universities, Tohoku University has a history spanning more than 100 years and is renowned for its cutting-edge research fields, including materials science, spintronics, data-driven medicine, disaster science and semiconductors. In late 2024, Tohoku University became the first university in Japan to be designated by the Japanese Government as a “University for International Research Excellence.” This designation provides an important opportunity for Tohoku University to expand its international partnerships, including collaborative activities with Thuyloi University.

    Professor Tominaga expressed his hope that the two universities would continue to expand academic exchanges and strengthen connections between their research groups in areas of shared expertise. He also emphasized the importance of further enhancing the role of the Tohoku University Alumni Association in Vietnam as a bridge for international cooperation and business connections in the years ahead.

    As part of Professor Tominaga’s visit, the Tohoku University Alumni Association in Vietnam (TUAAV) also organized a seminar entitled “Alumni – A Bridge for Knowledge, Innovation and Partnership.”

    From 3 to 14 August 2026, two lecturers from the Division of Hydraulic Engineering, Faculty of Civil Engineering, Thuyloi University, attended the “5th ITEC Comprehensive Course on Disaster Risk Management (for ITEC Partner Countries)” at the National Institute of Disaster Management (NIDM) in New Delhi, India. The training course was organized under the Indian Technical and Economic Cooperation (ITEC) Programme of the Government of India, with the aim of sharing knowledge and strengthening the capacity of partner countries.

    The National Institute of Disaster Management (NIDM) is an institution under the Ministry of Home Affairs, Government of India, with responsibilities for training, research, capacity building, and policy support in the field of disaster risk management. According to the organizers, the course brought together 53 participants, including 39 international delegates from 19 countries across Asia and Africa, along with experts and teaching staff from Indian universities. The multicultural learning environment provided participants with valuable opportunities to exchange experiences, compare disaster management models, and expand their professional networks.

    The course covered a wide range of topics, from India’s national institutional framework and governance for disaster risk management to solutions addressing various types of hazards, including earthquakes, floods, landslides, and tsunamis. In addition to technical topics, considerable attention was devoted to increasingly important aspects of modern disaster risk management, including resilience, early warning systems, community psychology and behavior, gender equality, protection of vulnerable groups, and the role of communication in raising public awareness. These issues were also considered in relation to the Sendai Framework for Disaster Risk Reduction and the Sustainable Development Goals.

    As part of the discussions, representatives from participating countries introduced an overview of their respective disaster risk management systems and shared practical lessons and experiences from their countries. The delegation from Thuyloi University delivered a presentation on the current situation of disaster management in Vietnam, highlighting the University’s areas of specialized research and its strengths in applying modern technologies to flood risk management. The training also provided an opportunity to introduce Thuyloi University’s academic expertise as well as its training and consultancy capabilities to the international disaster management community.

    Alongside lectures and classroom discussions, the lecturers visited, held working sessions with, and gained first-hand insights into several specialized agencies within India’s disaster management and response system. At the National Disaster Response Force (NDRF), participants observed training activities and rescue drills and learned about modern equipment used in search and rescue operations. Visits to the India Meteorological Department (IMD) and the National Centre for Seismology enabled participants to learn more about observation, forecasting, and early warning systems, as well as the application of GIS, remote sensing, digital data, and artificial intelligence in disaster monitoring.

    In addition to professional activities, the course provided opportunities for cultural exchange among participants from different countries through an international cultural evening organized by the Institute.     Participation in the training course not only enabled the lecturers from Thuyloi University to update their knowledge of modern international approaches to disaster risk management, but also provided valuable practical lessons from India’s experience in disaster management. India shares a number of similarities with Vietnam in terms of natural conditions, while having developed an advanced disaster management system. The knowledge and experience gained from the course will be further studied and integrated into teaching, research, and consultancy activities at the Faculty of Civil Engineering, thereby contributing to Thuyloi University’s international integration and strengthening the University’s contribution to disaster risk reduction and sustainable development.
