    On September 9, 2025, the opening session of the 20th Plenary Conference of the ASEAN–European Academic University Network (ASEA-UNINET) was solemnly held at the Palazzo della Loggia, the City Hall of Brescia, Italy.

    The session took place with the attendance of senior leaders from universities across Europe and Southeast Asia, ASEA-UNINET members, international organizations, embassies, and political bodies interested in the network. This important event provided a platform for member universities to share development experiences and to strengthen international cooperation in education and scientific research between institutions in Asia and Europe.

    The leadership of the University of Brescia and representatives of ASEA-UNINET co-chaired the conference. In their welcoming remarks, Ms. Laura Castelletti – Mayor of Brescia, Prof. Francesco Castelli – Rector of the University of Brescia, Prof. Roberto Ranzi – President of ASEA-UNINET, along with delegates from European and Southeast Asian educational and diplomatic organizations, highly appreciated the active participation of all members. They also shared insights on the network’s history, its development, as well as challenges in education and research in the context of global political, social, and environmental changes.

    The ASEA-UNINET Plenary Conference program included multiple sessions and keynote speeches by leading experts in higher education and international cooperation, highlighting the importance of enhancing ASEAN–Europe relations and promoting sustainable research collaboration under the spirit of joint development, especially in the context of globalization.

    The opening attracted a large number of delegates from Vietnamese member universities, including leaders of Hanoi University of Science and Technology, Thuyloi University, Hue University, Vietnam National University of Agriculture, and several others, demonstrating a strong commitment to cross-border collaboration initiatives.

    The delegation of Thuyloi University, led by Assoc. Prof. Dr. Nguyen Canh Thai – Vice President, together with representatives from the Department of Science and Technology, the Faculty of Water Resources Engineering, and the Institute of Hydrology, Environment and Climate Change, actively participated in the conference. On this occasion, Thuyloi University signed a cooperation agreement with the University of Brescia, expanded network-related activities, and organized a ceremony to present the “Thuyloi’s Family” Medal to Prof. Roberto Ranzi, Vice Rector of the University of Brescia.

    Delegation from Thuyloi University attended the Conference

    Earlier, on September 8, 2025, the University of Brescia had hosted a signing ceremony with Thuyloi University for the 2025–2030 cooperation period. The agreement focuses on strengthening joint training, student and faculty exchange, co-supervision of Master’s and PhD theses, as well as joint research projects through the ASEA-UNINET network.

    Vietnam – Greece: Strengthening Diplomatic Relations through Educational Cooperation

    The Embassy of Vietnam in Greece has recently sent Thuyloi University a video highlighting the positive progress in diplomatic relations between Vietnam and Greece. The video illustrates that the cooperation between the two countries goes beyond traditional fields and is expanding into education and human resource development.

    Contributing to the diplomatic activities between Vietnam and Greece, in February 2025, a delegation from Thuyloi University visited the University of Patras (Greece) to exchange and explore potential cooperation opportunities. This initiative was highly appreciated by the Embassy of Vietnam in Greece, which regarded it as a typical example of efforts to expand bilateral relations in the field of education and training. The University has designated focal points to continue discussions and promote programs in training, research, and student exchanges, thereby contributing to the history of cooperation between the two nations, strengthening their good relations, and bringing practical benefits to both sides in the future.

    On June 17, 2025, Keimyung University in Daegu, South Korea, solemnly held the Distinguished Professor Conferment Ceremony for Prof. Dr. Nguyen Trung Viet – President of Thuyloi University, Vietnam. This event not only recognizes academic excellence but also highlights the depth of cooperation between the two institutions in the context of the internationalization of engineering education.

    Prof. Dr. Nguyen Trung Viet is a leading expert in coastal engineering and disaster risk management, and a pioneer in international collaboration for Vietnam. He currently serves as President of Thuyloi University – a multidisciplinary public university with strong academic standing in Vietnam and the region.

    With over 100 international publications and numerous awards from Japan, France, the UK, and professional bodies such as JSCE, he has significantly contributed to the promotion of joint international programs in engineering and master’s education at TLU. This marks his first overseas working trip since assuming the role of President one month ago, underlining his strong commitment to international integration from the outset of his term.

    The ceremony was held in the Main Hall of Keimyung University with the attendance of Prof. Synn Ilhi – President of Keimyung University, Vice Presidents, Presidential Board of the School of Engineering, the Office of International Affairs, and the delegation from Thuyloi University.

    Prof. Synn Ilhi presented the appointment decision and expressed deep appreciation for Prof. Viet’s academic and collaborative contributions. He shared:

    “From our very first meeting three years ago, Prof. Nguyen Trung Viet impressed us with his international vision and strong collaborative spirit. We are honored to appoint him as a Distinguished Professor and look forward to his continued role as a strong bridge between our two universities.”

    In his speech, Prof. Nguyen Trung Viet emotionally expressed his gratitude for the warm welcome and affirmed:

    “This Distinguished Professorship is a great honor, but also a responsibility to further develop the relationship between our universities and to contribute to the educational friendship between Korea and Vietnam.”

    Immediately following the ceremony, Prof. Dr. Nguyen Trung Viet delivered a special lecture titled “Numerical Models for Coastal Disaster Prevention: Case Studies in Vietnam”, featuring key research in coastal erosion, flooding, and morphological changes in Vietnam.

    Highlights of the lecture included:

    • – Numerical modeling of coastal dynamics and erosion using One-line model, FVCOM, XBeach, Delft3D;
    • – Analysis of coastal topography data using satellite imagery, UAVs, and fixed cameras;
    • – Applications of AI (ML, ANN, LSTM) in shoreline change forecasting;
    • – Case studies in Cua Đai (Quang Nam), Phu Thuan (Hue), Nha Trang, and Binh Thuan – areas severely impacted by storms, tidal surges, and human activity.

    The lecture received high praise for its practical relevance, scientific depth, and demonstration of how data science can address climate change and disaster risk challenges – critical issues for many countries.

    In his remarks, Assoc. Prof. Dr. Nguyen Canh Thai – Vice President of Thuyloi University, expressed his delight at meeting Prof. Li Yanbin again, following his own visit to NCWU in October last year. He also highlighted the visit of H.E. Mr. Li Guoying – Minister of Water Resources of China, an NCWU alumnus, to Thuyloi University this past March, as a testament to the close ties not only at the institutional level but also between the two countries.

    Vice President Nguyen Canh Thai emphasized that the longstanding partnership between the two universities has grown even stronger, particularly since the signing of the Memorandum of Understanding (MoU) in 2024. This agreement has paved the way for practical cooperation in academic exchange and scientific research. With mutual goodwill, trust, and strong academic capabilities from both sides, the partnership is expected to go beyond formal agreements and be realized through concrete academic activities, contributing to the advancement of human resources and research in water resources, hydropower, and climate change adaptation.

    Prof. Li Yanbin, Vice President of NCWU, sincerely thanked Vice President Nguyen Canh Thai and Thuyloi University for the warm welcome. He also extended his congratulations to Prof. Dr. Nguyen Trung Viet, the newly appointed President of Thuyloi University. Prof. Li reaffirmed the strong friendship between the two institutions and underscored the significance of 2025, a milestone year marking the 75th anniversary of diplomatic relations between Vietnam and China, as well as the visit of President Xi Jinping to Vietnam in April.

    Prof. Li Yanbin shared that with over 70 years of development, NCWU has trained nearly 50,000 public officials, including three Ministers of Water Resources of China. As the first institution to manage the Yellow River project, NCWU continues to make important contributions to China’s agricultural and hydraulic sectors. With its mission to advance research in water resources, disaster prevention, and climate change adaptation, NCWU wishes to deepen its collaboration with Thuyloi University, a leading institution of Vietnam in this field.

    Both institutions agreed to expand cooperation in training, scientific research, talent development, and faculty exchange. Prof. Li also proposed the potential establishment of a Chinese-language training program in hydraulic engineering at Thuyloi University, the promotion of short-term exchange programs, and the development of joint laboratories. Currently, NCWU maintains partnerships with 130 universities worldwide and trains over 500 international students.

    As part of the working session, the two sides also discussed a joint protocol-based research project titled “Climate Change Adaptation: Early Warning of Water Resources Risk and Safe Regulation in Subtropical River Basins”, which is being co-implemented by Thuyloi University, NCWU, and several Chinese technical institutions.

    In addition, representatives from the faculties of both universities explored potential areas for collaboration such as: optimal operation of hydropower reservoirs, integration of renewable energy sources (wind, solar), and sustainable development in the context of climate change.

    After the official meeting, the NCWU delegation toured the Thuyloi University campus, visiting specialized laboratories and facilities that support training and research. The visit not only provided insights into the university’s academic and research capabilities but also opened new prospects for substantive collaboration in the near future.

    According to the Ministry of Education of South Korea, Chosun College of Science and Technology is ranked No.1 in training for fundamental industries, with a strong focus on education that aligns with the practical demands of businesses and the labor market. The college is equipped with top-tier training facilities, including various models of automobiles, internal combustion engines, electric motors, and hybrid systems from major manufacturers such as Hyundai and Bosch.

    At present, the college offers a wide range of high-demand vocational programs in fields such as: Mechanical Engineering, Electrical and Electronic Engineering, Construction, Beauty Technology, and Nursing, among others.

    During the meeting, witnessed by senior representatives from both sides, the Institute for Applied Reseach in Technology and Enterprise Partnership – Thuyloi University signed a Memorandum of Understanding (MoU) with Chosun College of Science and Technology.

As the business partner in this tripartite model, VTK Hung Yen has pledged to actively support the implementation of practical programs, contributing to local industrial and socio-economic development.

    Previously, during a working visit to South Korea in June 2025, Prof. Dr. Nguyen Trung Viet – President of Thuyloi University – held a direct working session and signed a memorandum of understanding with Chosun University in Gwangju city. Following the official invitation from Prof. Dr. Nguyen Trung Viet, Chosun University promptly sent a high-level delegation led by President Prof. Dr. Kim Choon Sung to Vietnam. One of the positive outcomes of this exchange was the two universities’ agreement to implement a series of concrete collaborative activities, most notably the establishment of the King Sejong Institute at Hung Yen Campus – a critical step toward advancing education, culture, and high-quality human resource development between Vietnam and South Korea.

    As part of its official working trip to South Korea, on June 19, the delegation of Thuyloi University (TLU) held an official meeting with Chosun University – a prestigious institution in South Korea with a long-standing history, strong research capabilities, and a strategic focus on international collaboration.

    • Coordination in scientific research, especially in the fields of engineering, technology, water resources, and climate change response;
    • Promotion of university-industry collaboration, with the involvement of KCL – a company with strengths in quality inspection, innovation, and technology transfer.

    Chosun University is a private university founded in 1946 with the support of more than 72,000 citizens of Gwangju City. The university currently has 22,000 undergraduate students, around 1,300 graduate students and PhD candidates, along with 2,200 faculty and staff members.

    With a solid foundation, Chosun has become one of Korea’s leading universities, ranked 25th nationwide according to the Times Higher Education rankings. The university is well known for its strengths in the following areas:

    • Social welfare (healthcare, beauty care);
    • Engineering and applied technology;
    • Biotechnology, with several large projects awaiting approval from the Korean government.

    These are fields with strong potential for expanded cooperation with Thuyloi University in the near future.
